The City of Bay St. Louis selected Brown & Mitchell, Inc. (BMI) to provide civil engineering and design services for the Jimmy Rutherford Fishing Pier (formerly Ulman Avenue Pier).  Funds for this project were distributed from the Public Trust Tidelands Fund, as allocated by the Mississippi Commission on Marine Resources.  Project costs totaled approximately $1 million.

The project consisted of the demolition of the existing damaged pier and construction of 1,510 linear feet of new timber pier, inclusive of six covered fishing platform areas, two covered resting areas, six high-back benches, and a T-fishing platform and boat access deck at the end of the pier.  Concrete piling was used to provide additional support to the structure, and the installation of lights along the entire pier provides for nighttime accessibility.
